The owner questioned the property charges

Mr. Zhang took out three electricity bill receipts and told reporters that the documents included a 200 yuan temporary electricity fee receipt received by the property company, a 300 yuan temporary electricity meter fee receipt, and a September 2008 electricity fee receipt. The above clearly stated that the electricity price was "0.6 yuan / kWh", also stamped the seal of the property company.


Mr. Zhang said that when he first stayed in the community, the property company charged 200 yuan for each household, saying that it was a pre-charge for renovation and electricity. Subsequently, the property installed a temporary electricity meter for the household and charged 300 yuan. Compared with other official electricity-consuming communities, the property charges are rather confusing.


The reporter immediately went to the community property company to understand the situation. Regarding the residents’ complaints, a person in charge of the property company explained: “We have explained this to the residents many times. The community is using temporary electricity, so the electricity bill will be higher. In the future, it will be more and less. Please don’t worry. ."

Property practices are not in compliance


Is it reasonable for the property company to collect electricity charges? The reporter interviewed Wang Wei, director of the business management office of Dalian Power Supply Company. The interpretation of the property, Wang Wei said, "Power Supply Business Rules" stipulates that the residents of the community must be transferred to the official power supply before the check-in, the power supply enterprise installs the meter to receive electricity, meter reading to the household, not allowing the household to use temporary electricity. Residents should pay the electricity bill to the power supply business window or the network of the power supply enterprise (such as banks, joint toll collection, etc.), and other units have no right to charge the electricity. Obviously, the practice of collecting electricity charges by property companies does not comply with relevant regulations.


Regarding the electricity charges for advance and overcharge, Wang Wei said: "Because the temporary electricity used in the community has not been formalized with the power supply companies, it is not a customer of the power supply enterprise. The practice of the property company is unilateral, and the power supply Enterprises have nothing to do. If residents find that the property is charging fees, they can bring a receipt to the price management department to complain."


Wang Wei said that such things are not uncommon in various places. Last year, a residential property in a certain city was blacked out due to arrears in the total schedule, resulting in more than 100 households with temporary electricity outages. The cause of the incident was that the residential power supply was not used before the residential check-in. The property company still used the meter for temporary electricity consumption to distribute the electricity bill to the households. The electricity expenses incurred by the power supply such as transformer loss and residential lighting also fell on the household. When combined, the electricity cost per kWh is much higher than the normal electricity consumption, so the residents deliberately default on the electricity bill, and eventually the power supply company has to suspend the power supply.

It shall not exceed 6 months. It is expected that the power supply enterprise will terminate the power supply if it does not apply for renewal or does not apply for formal power use.


However, in reality, developers often do not pay the municipal support fees to reduce the cost of investment, or under the pressure of capital turnover, they will start selling real estate without formal formalities of electricity use, allowing owners to stay and bury their electricity for residents. There is a hidden danger.


Some residents do not understand the hazards of temporary electricity use. Wang Wei said that temporary electricity is a non-industrial power, and the electricity price is higher than the normal electricity consumption of residents. Moreover, the property is also charged a transformer loss fee, so that the cost of the household is higher than the official use of electricity.


Due to the short temporary power consumption and low power consumption, the transformer used is small in capacity, and the line and power distribution equipment are relatively simple.
