The Ministry of Housing and Urban-Rural Development recently issued a notice requesting some key cities to accelerate the classification of domestic waste. Support the construction of domestic garbage separation and collection facilities and equipment, and optimize the layout of domestic garbage collection and transfer sites.

The community is the most basic unit of domestic waste classification. It is necessary to rely closely on the neighborhood committee of the street community, give full play to its organizational mobilization ability, mobilize party organizations and party members to carry out the practice activities on the classification of domestic waste, and guide units and groups to carry out the activities of popularization of household waste classification to improve public participation and cooperation.

Before the end of March 2018, 46 key cities should introduce an implementation plan or action plan for the classification of domestic wastes, clarify the annual work targets, and quantify the tasks. In 2018, 46 key cities will have to form a number of garbage classification and demonstration areas, and explore the establishment of work mechanisms for propaganda, transportation, transportation and facilities construction. Conditional cities can adopt a timed classification collection method to gradually reduce the fixed trash can and promote the garbage non-landing mode.

While increasing investment in the domestic waste classification system, we will establish a compensation mechanism for cross-border transfer of domestic waste, improve the domestic garbage charging policy, and gradually establish a differentiated charging system to achieve volume-based charging.

By the end of 2020, 46 key cities have basically completed the classification system for domestic wastes, basically forming corresponding laws, regulations and standards.
